The Opposition has been raising concerns that a new delimitation (redrawing of constituencies) based on population will punish southern states for their successful family planning. Surya countered this by stating:

1. The Big News: Implementation by 2029

The original 2023 Act linked women’s reservation to a future Census and a subsequent delimitation exercise, which would have delayed it until 2034. The 2026 Amendment Bill seeks to “de-link” the two.

 

  • New Target: The government aims to have the reservation fully operational for the 2029 General Elections.
  • The “850” Seat Plan: To avoid cutting seats from current male representatives, the government proposes increasing the Lok Sabha’s strength from 543 to approximately 816–850 seats. This ensures that 33% (around 273 seats) can be reserved for women while maintaining the existing count for general seats.

  • Introductory Vote: On April 16, the bill was introduced in the Lok Sabha after a division vote (251 in favor, 185 against).
